Every project on Hromada was identified and requested by the community it serves. This page explains how those requests reach you — and how they're verified.
Civilian Infrastructure Only
Hromada exclusively supports civilian infrastructure — hospitals, schools, water systems, heating modernization, and renewable energy. We do not fund, facilitate, or support any military equipment, dual-use technology, or defense-related projects. Communities are using this platform to rebuild essential services and strengthen energy independence.
Legal Status & Oversight
Hromada Inc. is a nonprofit corporation incorporated in Maryland on April 3, 2026 (Department ID D27086339, EIN 41-5028677). We have applied for 501(c)(3) tax-exempt status with the IRS. Donations made after incorporation will be retroactively tax-deductible upon approval, per IRS guidance when Form 1023 is filed within 27 months of incorporation. Hromada Inc. is governed by a Board of Directors whose composition is published in our governance documents and is subject to an annual conflict-of-interest policy. Annual financial filings (Form 990) will be public once we begin reporting.
How Projects Reach the Platform
- Communities bring the need. Ukrainian municipalities and partner NGOs submit infrastructure projects they've scoped and budgeted.
- Partners verify on the ground. NGO partners with established presence in Ukraine assess each project for feasibility, cost, and community impact.
- We publish their request. Verified projects go live on Hromada, carrying each community's request to donors in the United States.
- You fund their plan. Choose a community and fund the project they've requested. Your donation is tax-deductible.
- Funds reach the community. Your donation is transferred to the municipality through Hromada Inc.
Project Verification
Each project is reviewed by NGO partners on the ground in Ukraine before publication. Municipality identity is confirmed, project scope and costs are verified, and documentation is checked for accuracy.
- NGO Partner Verification. Every project is submitted or verified by a trusted NGO partner with established presence in Ukraine. Partners include Ecoaction, Ecoclub Rivne, and Greenpeace Ukraine.
- Project Documentation. We require cost estimates, engineering assessments, and municipal authorizations before listing projects.
- Banking Verification. Municipalities must provide verified banking details for direct wire transfers. All transfers are tracked and confirmed.
- OFAC Compliance. All municipalities and individuals are screened against OFAC sanctions lists before any funds are transferred.
Procurement Transparency via Prozorro
Every funded project is contractually required to conduct its procurement through Prozorro, Ukraine's mandatory public e-procurement platform. Each tender record is publicly viewable and independently auditable. Hromada operates a daily synchronization with the Prozorro public API; project pages display a 'Verified on Prozorro' badge with a direct link to the tender record when applicable. Failure to conduct procurement through Prozorro is grounds for immediate termination of the grant and recovery of disbursed funds under the terms of the Grant Agreement.
Fund Flow & Grant Agreements
Funds flow directly from Hromada Inc. to the recipient municipality under a bilingual Grant Agreement governed by Virginia law. The Grant Agreement imposes charitable-use restrictions, prohibits unauthorized fees or mark-ups, requires Prozorro-based procurement, mandates monthly progress reporting, and preserves Hromada's right to recover funds in the event of misuse. Our NGO Partners (Ecoaction, Ecoclub Rivne, Greenpeace Ukraine) do not handle funds — they verify project eligibility, monitor implementation, and report back to Hromada and donors.
OFAC & Sanctions Compliance
Hromada screens all recipient municipalities, counterparties, and contractors against U.S. Treasury Office of Foreign Assets Control (OFAC) sanctions lists, including the Specially Designated Nationals (SDN) List and the Sectoral Sanctions Identifications (SSI) List. Screening is conducted at intake and on an ongoing basis. Our full sanctions compliance procedures are documented in our Sanctions Policy.
Where Your Support Goes
Your donation is processed through Hromada Inc. and transferred to the municipality for the project they requested. You always know exactly which community and project your contribution supports — from request through funding to completion.
